Warning as 780,000 pensioners to miss out on Winter Fuel Payment worth up to £300

AROUND 780,000 pensioners are set to miss out on the Winter Fuel Payment this year despite being eligible, the Government has said.

The Department for Work and Pensions (DWP) quietly revealed last night it expects the cohort to lose out due to them not claiming Pension Credit.

Ministers have made eligibility for the Winter Fuel Payment means-tested rather than everyone over state pension age qualifying.

The decision was made after the Chancellor Rachel Reeves admitted The Treasury was facing a giant £22billion black hole in its finances left by the previous Government.

But despite recent figures from the DWP revealing uptake for Pension Credit has doubled since the end of announcement in July, the Government has said it still estimates hundreds of thousands will miss out this year because they aren’t claiming the benefit.

In response to a Freedom of Information request last night, analysis from the DWP estimated 780,000 will lose out in total.

This factors in 100,000 who it believes will claim Pension Credit and qualify for this year’s Winter Fuel Payment.

The analysis also suggested than nine in 10 pensioners aged between 66 and 79 will lose their allowance and 83% over 80.

Meanwhile, it found that around 71% with a disability will miss out on the up to £300 payment.

In total, the Government expects around 10million who previously qualified for the Winter Fuel Payment will not this year after making it means-tested, the analysis said.

The DWP said: “The Government has followed its legal and statutory duties ahead of introducing these changes and will continue to do so.”

The revelations have reignited a row over the policy, which been criticised by both unions and the Tories as the Government tries to balance its books.

Conservative Party chairman Richard Fuller said: “At the start of this week, Labour MPs marched through the lobbies to cover up the impact of the winter fuel cuts which will slash support for many pensioners in their own constituencies.

“This shocking new data, sneaked out by the Government, now shows 780,000 people who should be entitled to the payment will lose out as will 1.6 million people with a disability.”

He called on Labour to “immediately” conduct and publish a full impact assessment of “this harmful policy”.

In 2017, Labour claimed Conservative plans to means-test the winter fuel allowance could lead to almost 4,000 deaths.

Pressed yesterday on whether an impact assessment of the policy would be published, Sir Keir told reporters travelling with him to Washington DC: “There isn’t a report on my desk which somehow we’re not showing, that I’m not showing, as simple as that.”

Sir Keir Starmer also denied means-testing the Winter Fuel Payment was part of a package of changes from his Government punishing pensioners.

Ministers have ruled out stripping pensioners of free bus passes at the next budget – set to be announced on October 30.

But fears have been raised that the single person council tax discount, which would impact widowers, could be ditched.

What is the Winter Fuel Payment?

Consumer reporter Sam Walker explains all you need to know about the payment.

The Winter Fuel Payment is an annual tax-free benefit designed to help cover the cost of heating through the colder months.

Most who are eligible receive the payment automatically.

Those who qualify are usually told via a letter sent in October or November each year.

If you do meet the criteria but don’t automatically get the winter fuel payment, you will have to apply on the government’s website.

You’ll qualify for a Winter Fuel Payment this winter if the following apply:

  • you were born on or before September 23, 1958
  • you lived in the UK for at least one day during the week of September 16 to 22, 2024, known as the “qualifying week”
  • you receive Pension Credit, Universal Credit, ESA, JSA, Income Support, Child Tax Credit or Working Tax Credit

If you did not live in the UK during the qualifying week, you might still get the payment if both the following apply:

  • you live in Switzerland or a EEA country
  • you have a “genuine and sufficient” link with the UK social security system, such as having lived or worked in the UK and having a family in the UK

But there are exclusions – you can’t get the payment if you live in Cyprus, France, Gibraltar, Greece, Malta, Portugal or Spain.

This is because the average winter temperature is higher than the warmest region of the UK.

You will also not qualify if you:

  • are in hospital getting free treatment for more than a year
  • need permission to enter the UK and your granted leave states that you can not claim public funds
  • were in prison for the whole “qualifying week”
  • lived in a care home for the whole time between 26 June to 24 September 2023, and got Pension Credit, Income Support, income-based Jobseeker’s Allowance or income-related Employment and Support Allowance

Payments are usually made between November and December, with some made up until the end of January the following year.

What is Pension Credit and how to apply

Pension Credit is available to people over the State Pension age, currently 66, and on a low income who live in England, Wales and Scotland.

It tops up your weekly income to £218.15 if you are single and £332.95 if you are in a couple.

Your income is worked out taking into account various elements including:

  • Your state pension
  • Any other pensions you have saved, for instance, workplace or private pension savings
  • Most social security benefits, for example, carer’s allowance
  • Any savings or investments worth over £10,000
  • Earnings from a job

The calculation does not include:

  • Attendance allowance
  • Christmas bonus
  • Disability living allowance
  • Personal independence payment
  • Housing benefit
  • Council tax reduction

The rules behind who qualifies for Pension Credit can be complicated, so the best thing to do is just check.

You can do this by using the Government’s Pension Credit calculator on its website.

Or, you can call the Pension Service helpline on 0800 99 1234 from 8am to 5pm Monday to Friday.

Those in Northern Ireland have to call the Pension Centre on 0808 100 6165 from 9am to 4pm Monday to Friday.

How much can you get?

There are two parts to the benefit, known as the guarantee credit and the savings credit, and pensioners can be eligible for one or both parts.

Here are the current rates for the tax year:

  • Guarantee credit – tops up your weekly income to a guaranteed minimum level. This is £218.15 a week if you’re single and £332.95 a week for married couples.
  • Savings credit – provides extra money if you’ve saved money towards retirement. You can get an extra £17.01 a week for a single person or £19.04 a week for a married couple.

You can also get additional Pension Credit if you have a disability, caring responsibilities or have to pay certain housing costs such as mortgage interest payments.

As an example, you can get either £66.29 a week or £76.79 a week for each child you’re responsible for.

How do I apply and how will I be paid?

You can start your application up to four months before you reach State Pension age.

You can make an application on the Government website or by ringing the Pension Credit claim line on 0800 99 1234.

You can get a friend or family member to ring for you, but you’ll need to be with them when they do.

You’ll need the following information about you and your partner if you have one:

  • National Insurance number
  • Information about any income, savings and investments you have
  • Information about your income, savings and investments on the date you want to backdate your application to (usually 3 months ago or the date you reached State Pension age)

You can also get help with the application process through charities and non-profit organisations such as Independent Age and Age UK.

Pension Credit claims can be backdated by up to three months meaning, if eligible, your first payment could be a bumper one.

Huge fire rips through warehouses and spreads to 15 vehicles as ‘loud bangs’ heard and residents urged to close windows

A HUGE blaze has ravaged warehouses and spread to 15 vehicles as residents were warned to close windows.

Fire crews were called to the inferno at a recycling centre on Hovefields Avenue, in Basildon, Essex at around 1.15am today.

Locals reported hearing “loud bangs” from the scene and thick plumes of smoke could be seen billowing across the A127.

Some residents even said they could see it from neighbouring Kent.

A total of 12 fire crews were sent to tackle the flames, which has now been scaled back to five.

Residents are being urged to keep their doors and windows shut as firefighters expect to be on scene all weekend.

Group Manager Steve Wintrip said: “Site staff are using a digger to move and break up the recycling so our crews can extinguish it.

“This will be a long process and we expect to be on site for at least another 48 hours.

“It will also continue to create a lot of smoke, so we would urge residents in Basildon and Wickford to keep doors and windows closed.”

While you may be looking forward to spending some time relaxing on the country’s sunny shores, you don’t want to be touching down in a foul mood, exhausted, starving, and desperately needing a long sleep at 11am local time.

Here, we reveal the three top tips to making sure that long flight is as enjoyable as it possibly can be.

Entertainment

Let’s face it, flying can be pretty tedious.

Casey Brogan, consumer travel expert at Tripadvisor, told HuffPost not having enough entertainment was a big mistake.

She said: “Before your flight, download movies, music or podcasts to your devices like phone, iPad or laptop and ensure they are fully charged before traveling so you have guaranteed entertainment options.

“On a recent flight, my in-flight entertainment was not working properly, so I was glad to have downloaded movies to my iPad as a backup for the hours in the air.”

Ms Brogan said that books and crossword puzzles were also good options to bring.

Food

You don’t want to be at the mercy of the airline when it comes to food.

Bringing your own snacks can ensure you can choose not just what you eat, but when you eat.

Co-founder of The Vacationer, Phil Dengler, said: “I always bring my own snacks on long-haul flights, and I have never regretted it.

“Food options can be limited, so this guarantees I will be able to eat what I want and when I want.”

Seats

Spending upwards of 10 hours stuck between two strangers is very few people’s idea of a good time.

Many airlines do not charge fees for seats in economy class, but a few extra pounds spent to fly in economy plus or comfort plus could be worth it to get extra space.

Those planning to sleep on the flight may wish to choose a window seat, so as not to be limited to being sat upright.

Legroom enthusiasts should consider getting the exit row seat.

Vice president at Kayak North America, Paul Jacobs, said: “Window or aisle ― you really need to decide what is more important to you.

“You can lean on the window ― or have the freedom of getting up and stretching whenever you feel like it. I prefer the aisle any day.”

While some have insisted it had nothing to do with the show, others brazenly ended up with the people they have been partnered with.

Many have been able to spin their controversial newfound relationships into lasting romances, but others have fallen victim to further misfortunes.

This week, it was revealed that former professional dancer Kristina Rihanoff, 46, and her fiance, Ben Cohen, 45, have been fighting to keep their relationship together.

Ben, a former rugby player, made the revelation after they appeared in court over Kristina driving her £30,000 Audi Q3 without insurance.

During the hearing, Ben said: “I wake up every day fighting not to lose everything—my cars, my house, and my relationship. I’m deeply overdrawn.”

Falling for Ben was not the first time Kristina tasted the Strictly curse.

Just one week into their pairing on the BBC show in 2009, boxer Joe Calzaghe, 52, sensationally split with Jo-Emma Larvin, his girlfriend of five years.

Shortly afterwards, he began a romance with his dance partner, Kristina.

In an interview at the time, Jo-Emma revealed she was concerned when Joe told her about his plans to join the show.

“I said to him, ‘Don’t they all end up having affairs?’, she said. “Then, the first week he started, we broke up. Make of that what you will.”

She added: “It all just happened so fast, I was really confused. I was a mess. Joe’s changed. The Joe of the last year or two is certainly not the Joe I fell in love with.”

Although Joe and Kristina’s relationship appeared solid, it did not last – they broke up after four years.

Giovann Pernice‘s recent bullying scandal is not the first time he has been involved in controversy on the show.

Back in 2015, he was paired with former Coronation Street actress Georgia May Foote, 33.

Before that, she had been in a relationship with fellow Corrie actor Sean Ward.

Judging by her chemistry with Giovanni, 34, many fans wondered whether their relationship was strictly professional. Georgia assured fans that she was happy with Sean.

But after the series wrapped, she shockingly broke up with Sean only to start a new relationship with Giovanni.

At the time, it was reported that Sean’s insecurities over her closeness with Giovanni led to their split.

But their relationship did not survive.

Before the next series of the show kicked off, Georgia took to social media to write: “It is with great sadness we have decided to split up. There is nobody else involved.”

Meanwhile, in August 2021, Sean was arrested during a London protest.

He later revealed he had struggled to get work and was forced to give up his four bed house.

Last year, Sean revealed he was homeless and sleeping on friends’ floors, and he also admitted he tried to take his own life in 2018.

He said “I know deeply how lonely [being cancelled] can be and isolating, after trying to take my own life in 2018 after discovering the evil on this planet and no one caring.

“I decided using whatever s**tty little platform I’d built through my acting career to at least try sieve through the propaganda together and thereby sabotaging my own reasonably successful career- to go from earning 120K a year to 12K a year, sleeping on a mates mattress is actually unfathomable to most people.”

Italian dancer Flavia Cacace, 44, made headlines when she dumped fellow professional dancer Vincent Simone in 2007 for EastEnders star Matt DiAngelo, 37.

Vincent is said to have blamed Matt for the split and was allegedly furious about the flirtatious behaviour and late night conversations between the pair.

However, Matt insisted he did not act on his feelings for Flavia until he was certain that she was single.

When it comes to the Strictly curse, very few have experienced it as harshly as comedian Seann Walsh, 38 and Katya Jones, 35.

In 2018, Sean, who had a girlfriend then, was paired with married professional dancer Katya.

But all hell broke loose when The Sun revealed that the pair had shared a passionate kiss outside a pub in London.

The news is said to have shocked Neil, Katya’s dancer husband, who also worked on the show, and Seann’s actress partner Rebecca Humphries.

Shortly after the revelation, Katya and Seann released grovelling apologies and blamed their antics on the booze.

He wrote on social media: “In light of the story in today’s newspaper I would like to offer my sincere apologies for my actions.

“This is no excuse but it was a one-off drunken mistake which I am truly sorry for.”

In the following weeks and months, the couple received intense public backlash. It even impacted his career with few people showing up for his gigs.

After the scandal, his girlfriend slammed him publicly and broke up with him.

Neil also divorced Katya and has now found love with Love Island‘s Chyna Mills. The couple welcomed their first child together last year.

Former EastEnders actress Kara Tointon and pro Artem Chigvintsev started dating in 2010, after they were partnered together on Strictly.

They were together for a few years but, after a lot of speculation they’d split, in 2014, she told the Telegraph: “We are not together. We’re fine, but we aren’t a couple any more.”

Kara added that it was due to the fact Russian Artem was unable to stay in the UK permanently, as he didn’t have a Visa, and they were struggling with the distance.

Artem went on to marry WWE star Nikki Bella in 2022, and has a four-year-old son Matteo with her.

However, earlier this month he was arrested for domestic abuse, after making a call to 911 for injuring Nikki.

Nikki has now filed for divorce.

Strictly Come Dancing's scandal has been growing over the past few months, with several major players speaking out about what went on. Here are the key moments of what's happened so far

16th May: Giovanni Pernice sensationally quits Strictly Come Dancing after nine years on the show.

17th May: Giovanni becomes the centre of an official investigation after three former partners – believed to be Amanda Abbington, Laura Whitmore and Ranvir Singh – make complaints to the BBC.

16th June: Giovanni releases an official statement vowing to clear his name and denies any wrongdoing.

8th July: Strictly confirms Aljaz Skorjanec will return to the series, replacing Giovanni, after initially quitting the show two years ago.

10th July: Amanda Abbington launches fresh legal proceedings to get the rehearsal footage from her time with Giovanni, after allegedly he refused to release the videos.

13th July: Graziano Di Prima is axed from Strictly for “gross misconduct” after footage of his treatment of Zara McDermott is brought to the attention of the BBC.

Graziano quickly broke his silence, apologising for his behaviour in a statement and saying he “deeply regrets it”, adding his “intense passion and determination to win might have affected his training regime.”

15th July: Strictly bosses implement new duty of care protocols, including having a chaperone present throughout all rehearsals.

16th July: Zara McDermott speaks out publicly for first time. She states while the production team were “amazing to work with”, she found the rehearsal room “completely different”, confirming there’s footage of “certain situations”.

19th July: Anton Du Beke is put under the spotlight for his “1970s attitude” and treatment of female celeb stars, particularly after allegedly referring to 2009 partner Laila Rouass as a “p***” after getting a spray tan.

21st July: Paralympian Will Bayley, who has limb condition arthrogryposis, revealed he was encouraged to leap from a table during a dance routine, despite fears. The stunt caused an injury that forced him to withdraw from the show.

She adds she is not part of the official complaint, but has come forward to support Amanda with the BBC, alongside others.

28th July: Laila Rouass speaks out against the accusations regarding Anton Du Beke, saying she “never felt pressured” by him and “personally insisted on six to seven hours training a day”.

10th August: Graziano breaks his silence on his Strictly axe, saying “these vile, false allegations have ruined my life.”

He also told of the “shocking” end to his friendship with Zara McDermott.

We also revealed that Amanda Abbington was also quizzed for a second time as Strictly execs recruited 15 new staff to monitor rehearsals.

11th August: Just as the investigation was expected to conclude, Amanda made a dramatic intervention. Giovanni was on the brink of being cleared until Amanda handed in more text messages.

24th August: Graziano Di Prima called in top lawyers to sue the BBC and to try to clear his name. He recruited big hitters Whitestone Chambers to fight his corner.

A source said: “They’ve also looked at his BBC contract and believe there are grounds to sue.”

Meanwhile, the BBC also delayed releasing the findings of the probe into Giovanni Pernice. The Sun revealed that the results of the three-month investigation were unlikely to be announced in August.

The TV star and mum-of-three took to Instagram to share a series of snaps giving fans a glimpse into daughter Felicity’s big day.

One pic saw two huge bouncy castles and a stunning balloon display with Christine, 36, holding up her daughter’s Barbie cake.

Christine reminisced on her baby girl’s life so far as she shared a montage video of her pregnant with Felicity and her as a baby and toddler.

The TV star wrote: “Happy Birthday to my beautiful, curly haired, crazy angel Felicity, My baby G is 8 today going on 18!

“My little lady with the biggest personality and the strongest mind, you really are a whirlwind of fun and energy no one can keep up with!

“Words can’t describe my love for you and how proud I am to be your mummy!”

She continued: “Obviously I don’t show my children publicly but I can tell you my Felicity is a natural entertainer, always wanting to make people laugh, she is going to be one hell of a strong woman with a very caring beautiful nature.”

Fans were quick to take to the comments to celebrate with the family.

One commented: “You have put together an amazing family day & beautiful birthday for your little angel”

 “Strong women raise strong women (heart emoji),” penned a second.

“Have a great day with your family. You look amazing, so beautiful (fire emoji),” a third added.

Daughter Felicity is one of three children Christine shares with comedian and TV presenter Paddy McGuinness, 51.

She went on to co-host several shows with her husband alongside appearing on The Real Housewives of Cheshire and ITV’s Loose Women

Christine and Paddy announced their split in 2022 but continue to co-parent Felicity and ten-year-old twins Leo and Penelope.

All three children have been diagnosed with autism, with Christine later finding out she was autistic too in her 30s.

In her 2021 book, A Beautiful Nightmare, Christine admitted the diagnosis caused problems within her marriage as they fought over how to handle the kids. 

The model admitted to having ‘constant arguments’ with Paddy over the kids amid divorce.

She wrote: “It will be autistic people that cure cancer. I do hope Leo, Penelope and Felicity will be independent one day.

“I don’t know if they’ll have relationships but if they do and they’re happy that’s great.”

“A constant argument between me and my husband is him thinking they’re not going to be able to do anything and I’m constantly saying they will.”

The quotes re-emerged following Christine’s short-lived appearance on Celebrity MasterChef last month as she tried to grapple with her autism on the cooking show.
